The investment route
Non-EU citizens can apply for fast-track permanent residence under Regulation 6(2) of the Aliens and Immigration Regulations. The best-known route is buying new residential property from a developer for at least €300,000 plus VAT.
- The €300,000, excluding VAT, must actually be paid to the seller's Cyprus bank account.
- The money must come from abroad; a Cyprus loan does not count.
- The sale contract must be deposited at the Land Registry.
Other qualifying investments of €300,000 include commercial property, a Cyprus company employing at least five people and a Cyprus investment fund.

The permit can include your spouse and children under 18, and dependent students aged 18 to 25. Since 2023, parents are no longer included. Applications cost €500, plus €70 for each registration certificate. The official target is about two months; in practice it often takes longer.
Travel and Schengen
Cyprus is not yet part of the Schengen area, and the permit does not give Schengen travel rights.
